No, it is not.
Here is iGO GPS info from my car, and the clock is running, GPS UTC one hour earlier of course and also GLONASS :

NB : Sometimes UTC also Ok on my S2... but you can see that I wrote sometimes
I'm still afraid that, although automatic updates are disabled, Google did some secret updates in the background that ruined my gps as I had a long time ago with my tablet.
In my car it's still fine.
Well friends, last thing I will do a tablet factory reset in a few weeks.
For now in settings > Region > Timezone I changed it from automatic to manual + 1 hour so now time is ok.
Did not know that setting was there !
Still strange that in the car it's on automatic and ok so that's the reason I still think the gps on the tablet is screwed up.

It's been always there, in any iGO app and in any DST setting with/in Time Zone definition.
It just waited for you to open up the options and discover it.

Yes, that's true.
The reason I never looked at that setting because I had never problems with time in iGO and
because both tablet and car head unit were on automatic in time zone settings and I never changed it.
The car still is on automatic by the way and it's fine.
Finding a gps fix on the tablet also takes a very very long time since the problems started so I'm
almost certain that someting screwed up the gps part of the tablet that's why I will do a factory reset to see
if that solves the problem.
