You need .fpa file to be able to see (and use) house numbers.

how to make it work with new iGo?

All files in map folder: fda, fjv, fjw, fpa, fsp, ftr and hnr must be from same release as fbl, otherwise they don't work.

No you do not, at least not in US (I still see house numbers without .fpa) Unless I'm wrong, I believe .fpa contain address for places not near a road. It is used for searching those location.
