According to the file naming, Brazil_CGIAR_Premium_2006.06_180226.dem is newer.

If I wanted to use this on media NAV (renault) would it be possible?
This is NNG thread; the data are in NNG format. So if your device is running NNG products (iGO/Primo/NextGen) it will worked. Otherwise, no.

It's a basemap file, not a dem file, isn't it? (So why is it .dem? It's an .fbl.)

Full Europe dem file was 254 Mb. This is 9.23 Mb (like an average basemap). Just a smaller country has a 4.5 Mb dem.
It couldn't be Eurasia dem in my opinion.

(But what's the difference, because full europe is 25x bigger file, then eurasia? It's "just" data. Hm...)
It's not "just" data. It's what kind* of data. DEM size depends on not only on coverage but also changes** in elevation. Furthermore, there are different level of accuracy. "Basemap" is lowest*** level (try highest zooming and compare) If you parsed the DEM file, you'll understand.
* "kind" includes NASA (raw data) and CGIAR (fixed data). So it's possible to see newer/better DEM to be smaller in CGIAR than NASA.
** data is height field, so mountainous places take more data to encode than flat places.
*** actually, some .fbl (map file) have the lowest/basic DEM data in them. Which only used at lowest zooming (planet view)
