    Definition:
"A basemap is a non-editable layer that provides background, or reference information, in your map. It is typically designed to provide a visual reference for other layers to help orient the user of the map. Aerial imagery, terrain, and streets are examples of basemap layers."
In other words: this file is an image of the Earth; when we have a "ZoomOut", instead of maps the software use basemap file. It does not influence the routing process, just arrange the graphics.
In conclusion: always use basemap file with any set / combination of maps; preferably to use the latest released (it should be most accurate - as Midnight Blues just mentioned) .

    Regards,
    dansidragos

Not sure about it, at least my experience in other navigators software, mostly Garmin, tells me you can have problems in calculating a route from a point on a mapset to another point in another mapset (for example from Italy to France if they are in a separate/different mapset) if you don't have a basemap.
Additionally an advantage of having a basemap is that once you pass a certain zoom level the basemap is used instead of your detailed maps which allows for a quicker drawing on the device, but I've not so much experience in iGO, so I kindly ask for your experiences.
