Just for interest I will say " unless they have access to the SA "selective Availability of the Satellites This will never happen" on saying that Internet providers have been trying for some time and have got within <1KM of my place.
So if they are using an Online active case. "Sorry it is a waste of time " except if your only in the city , then your in trouble because your lost if you leave Online Service. oh dear if the Apocalypses happens ya lost even more. Because most people have no idea how to search the Web yet alone drive/walk around their own city WITH OUT a GPS.

Read your link my phone and tab are not @ android 12 yet. Yes it is Wifi/cell tower linked, I am happy with 4mtrs acc.
Not sure when the Google vehicles do there drive around how accurate they are set, if they where set to Surveyor then everyone would be driving 4mtrs off the road?
