However, this was true - mandatory, when you had maps of different providers (NQ, TT, a bunch of local...). Today, routing functions only if you have the map release of one provider. So, it is not necessary to have it.
Of course, it is desirable to have that file due to some other elements and informations (geographic).

The .hnr files are predefined routes used for long distances routing. If you have it, routing would be better for long distances like crossing countries or states.
