Yes, I did set to MAX but choose FAT16 (not FAT32)...That might be the reason for the smaller size.
PartitionWizard is showing an Unallocated partition
I tried to merge the two partition but PartitionWizard merges after converting to NTFS.
After merging using NTFS, PartitionWizard Free version does not give you the opportunity to revert to FAT and the watch would not see the file again.
So I reformat again to FAT using Windows Disk Management...And this time SUCCESS!
After the Master Reset (Off, Down key + ON, erase user data), the Garmin folder and the xml file were recreated.
I cannot explain why it worked this time, but it did.
I have now 29MB of available space, load the 3 regions and confirmed that everything is back to normal.

MiniTool Partition Wizard also allows you to extend an existing partition into unallocated space elsewhere on the same physical drive, that's done using the "Move/Resize Partition" option whereas you chose "Merge Partition".
The Windows' built-in Disk Management tool also can extend a partition into adjoining unallocated space but only behind it (which is what you have showing in your pic above). Additionally, if you selected the actual drive (disk 3 in your pic) MiniTool would have been given the additional specific option of "Extend Partition" because the unallocated space is then detected on the selected disk.
Anyway one way or another your problem's been sorted and you solved it yourself too. ;)

Ah...Didn't think about it! Thanks for the tip!
If I ever face teh same problem again, I will try first formatting using FAT32, and if necessary will use the Move/Resize Partition.
