Ok,i will check if its posible to downgrade,but first i must find in what FW is upgrade to last version of Bluetooth i hope that somebody write in post when he upgrade bluetooth version.
You can find description of BT SW in gupdate.gcd by search for name of chip BRF6350 (Unicode string of course).
But I see only 3.0.35 P55 even in initial 2.50 SW...
I downgrade but bluetooth version wont change and also when you erase region 41 bluetooth stay the same,but when you connect GTM reciver you have on screen update TMC reciver.
I think I have flash BTM on rgn 0xf5 on nuvi 1390:

So think you can try that rgn on nuvi 3790 too.
Old nuvi use this bluetooth FW:

Yes, on Updater.exe. Don't know about the BT FW on nuvi 37xx series. Should be in RemoteSW or in folder BTM if can't be downloaded from the garmin website.:eam:

Most new software (FW) include modules likes BT or GPS!
Search in net for BRF6350 in detail of RAM investigation in the end. Ver.2.11 of RAM used in this device...
