G'day. Interesting question, probably even TTS can be enabled on 1100. It runs the same fw as 1250 and afaik they're identical hardware but like with some 12x0/13x0/14x0 many features are blocked by it's region 16 [logo splash]. TTS, SLI, LA, JCV are all blocked on 1100.
I'd like to know what splash version is presently on your unit. Press and hold battery symbol for ~6 seconds, press 'Next'>'Start Test'>'More' and look for 'Splash'. My Canadian 1200 and US 1300 both originally had splash of D1340-00.
I've not updated an 1100, but by flashing the logo either using Lolypop000's pack for 1200 HWID 0971, or acleite's generic microSD method [both in initial post], all of those features including TTS should be enabled. Your unit will still identify as a nuvi 1100 on start-up but if successful it will function like a 1250.

My Garmin Nüvi 1100 device has splash of D1340-09 2.00, I think 2.00 is the software version, is it? In this case, can I flash this device to enable all of features incl. TTS, SLI, LA, JCV?

I am almost completely sure TTS will be enabled. D1340-09 probably disables TTS as well as everything disabled by D1340-00. 2.00 is just the logo version, it's immaterial. Please take a back up of your rgn16. If you use the microSD card method, it will do the backup for you. Then if there's any problem rgn16 can be restored from the backup, but it's unlikely to be needed.

First create backup of your reg16, after this you can flash logo for 12xx on your device and all will work, you will have enabled LA and JCV and also TTS ;)

LA is not compatible with small 3.5" diagonal screen :(

Wot! Your puny RU 3.5" nuvi 1xxx may be incapable of displaying. My CAN 1200 fully loaded 1340-50 begs to differ:

LA is not present even in 1250/1260 as stock of course. They have splash of of D1340-10 which additionally enables only SLI over 1200. Dunno what splash my 1200 had originally to enable TTS over 1100's 'enable nothing' D1340-09, i've lost the 16.bin backup. Maybe you or Loly knows Giomen?
PS: Forgot you have a 1200 Caty. What's it's original splash number?
