You do actually need to be sure which HWID you have, MTK chip [1104] or non-MTK [0972]. However, if you try to flash the wrong .rgn, you would normally get this message from updater.exe:
[Only registered and activated users can see links. Click Here To Register...]
I take it that you don't have a files backup to check which hwid you have on GarminDevice.xml. Are you sure that you kept your finger firmly in the LH top corner at least until the word 'Loader' appeared on the screen? Moving your finger even slightly or reducing the pressure early in the flashing process can cause it to fail but it's so long since i've had that happen that i can't remember the message. Keep trying, and if you get the same error try to make a screenshot and post it here or write down the exact message. Also re-make the cure rgn from scratch just in case something is corrupt in your first attempt. You could try a cure rgn made from the other fw but i don't think that's the problem.
It's possible Garmin could tell you what chip you have from the unit's S/No., but that may take some time.

ok i was able to flash with the fix cure after it showed the loader loading software then it finished turned it back on then it showed garmin icon on again tried to formatt drive but RMPrepUSB does not reconize the garmin drive at all so i am stuck again. i am using os win 7 one more thing is that when i turn update loader it sees the unit id and model # when i hold the top left corner but the RMPrepUSB does not

It is recognised by Windows at all? Can you see the internal files system in Win Explorer?

no i can not see any system files and windows does not see it either also i just tried to use G7ToWin64 and it doesn't see it either
nuvi13xxand14xxseries_GCDFile__620.gcd is the software that i used to create the rgn cure
