On picture number 4 you have 2 FTL image version with 2 different number.
Unhide folders and also unhide system folder and again create print screen and upload it.

I changed the folder Voice to voice the result is the same.
I left the inventory page for 10 minutes and got this result with some mistakes. The unknown in the Audio is gone I guess it takes time to check each voice, but an error occurred in the FTL Image, and Fail on the splash screen. I only have one image in the JPEG folder in main Rooh of nuvi and correctly selected, so I do not know where the mistake came from. And basemap is properly calculated after 10 minutes of waiting .
remove fs_image ver from garmin folder and look if you still have error in inventory page.
try this: rename the two .bin files you have in Garmin and remove them, then run again Updater.exe with firmware.rgn
then run Webupdater

I remove fs_image ver from Garmin and error in inventory page appears as
D0414-00 2:10 FTL Image Unavail
D0416-00 2:10 FTL Image Error
error on the second FTL file remains.

I did as you said removed two bin file, installed .RGN file and repeated with
Webupdater but the result remained the same no voice assistant and no navigation.
I need the backup files for the nuvi 660 if someone have them, did format without having backup thought it can be reloaed by Webupdater. though I have the detail map only
- On empty device you must create new folder and add name Garmin
- turn device off/on
- run updater and update all
