I believe it's an attempt by Garmin to get users is some parts of the world to pay for something they give free to other parts of the world. The principle being, i think, much like the supermarket chains which sell the same items a percent or so higher in affluent areas. The supermarkets at least can say that it's because of lower turnover that they need to get more profit per item out of the 'dearer' shop, Garmin doesn't have the luxury to use that excuse. Setting the ecoRoute enablement according to the localisation of the unit's intended market geographic is simply a sneaky way of squeezing a bit more profit out of some markets in which Garmin has less margin and/or has assessed as markets which can afford or are likely to pay an extra 10 bucks[only $10 i think?] for ecoRoute Purchase or even better get them to fork out 100 smackers for HD.
