We can even run a linux kernel as boot.bin in gupdate.gcd. But it won't start transferring regions from the GCD file to the flash chip as normal boot.bin would do.
If only the GCD flashing functionality is implemented in sys.bin... I'm checking that.
UPD: apparently sys.bin can't flash GCD without boot.bin

boot.bin is not bootloader, it's ramloader, and "boot.bin" is a misnomer. It's only needed for writing data from RGN or GCD to the flash chip. And after that it disappears. It's not saved anywhere on the device.
I don't think that map update contains GCD file with boot.bin.
Yes, i did know that boot.bin is not bootloader ('coz i remember you telling someone [ddabcd277 maybe?] something like this: "OMG, I didn't think anyone understood all that sh*t i wrote about bootloaders and ramloaders ....."). Knowing that doesn't mean understanding it unfortunately.

Can you 'make' a boot.bin to suit?

    No, it's too hard.
It would be much easier to flash regions 0x11 and 0x13 over USB. Or if USB is not readily available it would still be much easier to add some region flashing code to sys.bin.

Just as a matter of interest,
Do these devices use oem.xml ?

No, they don't. They don't even have "XML" string in their firmwares.

    kunix,
I need to fully restore a v.4.50 USA. Do you still have the original dump of my unit?
The flashed Language + V.2.60 has been tested during a trip of 2200 Km without problems, but when running the map without a route the navi freeze.
For me this is not a real problem but "obviously" someone doesn't want this "imperfection" ad want to roll back to the original.

Can you give me the original 4.50 gupdate.gcd? I want to use boot.bin from it.
Also I've just found that gupdate.gcd from HondaGW2006-2008-HWID265-EU-RELEASE.rar was not built exactly as I wanted.
It could cause infinite update reboots, as fw_all.bin's version in gupdate.gcd was not equal to the real fw_all.bin's version (2.60).
Instead it was equal to boot.bin's version (4.60). This is due to my GCD utility's nature. I removed the file and I will reupload it when it's fixed.
