If you can't do it easily, then don't waste your time, coz maps are likely to be not quite valuable.

BTW, you can unpack the dump yourself and see that region 0x03 has invalid checksum. I don't know why, maybe it's due to a faulty CF card. Anyway, we probably don't need that "Atlantic Routable Highway Basemap v3".

Yes, the first purpose is to dump voices that we need to write on the USA unit, ad - only if possible - the logo.
GCD file inside contains the dumped audio data (region 0x11) and logo (region 0x10). You can try flashing your device with it.
Flash it on your own risk. I really don't know what happens. Though, nothing bad should happen.
