    Do you have installed maps for your country and you can see it under settings of street pilot and map is enabled?
    After you change locales.xml that i post above, still no GPS signal?

    Do you have Google Play working in that device?
    I ask this because some app (Google Play Service is one of these) require the appropriate permissions from the OS (Location Services) to acquire satellite signal.

    Can you restore it to original Google play preloaded in your original OS, I mean remove any GP updates?

    Under device settings/aplication/ there must be option to remove all update of google play and then when you go to google play this will update automatic google play service.
    But don't forget to turn off device when you will remove updates and only then when device turn on again go to google play and whait couple of minutes on google plays so update in background will complet.
