You can run with both City Navigator Selected and TopoLusitania selected. It will act as an overlay (Sit on top of City Navigator )
The routing of City navigator will work as well as the Topo features of TopoLusitania.

I'm unaware of a routable TOPO map of Portugal.

Best have a read of the [Only registered and activated users can see links. Click Here To Register...]. But with 1xxx series you can put multiple maps in a folder named Map in either the root of the unit's memory or a microSD card. In that folder they can have 'anyname'. TopoLuisitania.img for example. See [Only registered and activated users can see links. Click Here To Register...].
