Replacing bga chip 10 minutes of time + reprogramming a new chip for another half hour with the restoration of all licenses and identifiers. It is quick and easy - only experience and equipment is required.

Replacing the display and battery - 3 minutes time. but restoring licenses including the built-in traffic receiver will be a problem.
You should buy a broken navigator with the same licenses :)

I read the entire post that @Butters recommended to me, but to be honest I can not deal with it. Part of the post [Only registered and activated users can see links. Click Here To Register...] I made, but I completely do not know what should be in the file update.txt to start up, erase all files and then reinstall them.

Changing the chip would not be a big problem for me. I am playing electronics with a hobby :) and I have hot-air, a microscope and other things needed to play with electronics. And I've already exchanged chips on several phones. But never those that need to be programmed and i do not have a programmer nand; / And here is the biggest problem. If nothing else will help then I will probably leave it.

In all likelihood the only region you need to re-flash is region 14 but for completeness we should attempt all three (14, 127 & 158) and also try to get a copy of it's non-nov in 154. Let's skip to the chase and try with a modified boot.bin seeing you've already started with kunix's method in Post #33 because if that won't work neither will a direct flash from the card. For this i'm assuming you've made the hex changes to boot.bin (first instance of 0C 80 A0 E1 replaced with 0C 80 A0 E3). So first make the required text file using NotePad by carefully copy/pasting the following then saving as Update.txt only:

• Ensure there are no spaces or carriage returns/extra lines anywhere before saving the txt file.
• On a CLEAN microSD make a folder Garmin. In that folder make Updater. In that make 1947 and place the Update.txt file in there. (x:\Garmin\Updater\1947\Update.txt). Don't have anything else in 1947 folder
• Open the file nuvi25x9C4_880.gcd in RGN_Tool and save each of the last 3 sections in turn naming them appropriately to match the txt commands (resources_7F05 as 7F.bin; resources_9E05 as 9E.bin; fw_all as 0E.bin)
• Place the 3 bin files in the root of the card, next to the Garmin folder (not in it)
• Ensure the 2599 is completely OFF, hold the power button to force it off if necessary, place the microSD into the device
• Open your modified boot.bin with RGN_Tool and save it using the RGN button named only as 194701000880.rgn
• Drag the rgn file onto Updater.exe and leave its GUI open and visible on your desktop ensuring the radio button next to 'USB Device' is selected on Updater's GUI
• Have a 'known-good' microUSB cable connected to a REAR USB2 port of the PC (don't use a hub or front or USB3 ports)
• Connect the device to the cable and immediately you see the device details appear in the window next to 'USB Device' click the 'OK' button.

You shouldn't need to put the device into preboot as it should have defaulted to that state when the system software message shows. Hold the screen appropriately if you want however.

Would you try with an SD Package?

Instructions:

• Download the RAR file from the Link attached then extract directly to a clean microSD formatted in FAT32 (best using WinRar to extract).
• If your device has a Firmware version lower than 8.80 all is okay, otherwise a firmware downgrade is advisable, although it should not be necessary because I forced a firmware version of 8.81

• Ensure the device is fully OFF (not in standby), insert the card in device and power on.
• "Loader" will appear on screen for some time and the device will boot up when the flash of patched firmware is complete.
  The device can reboot itsself during the process.
• After the Patch is applied the device will be able to read Unlocked Maps.
• When the flash has completed remove the card, in its root will be a new file named 154.bin.
  That's a backup of the device's non-volatile memory region and may save your device at a later date.
  You would be best to keep a copy of it somewhere safe for as long as you have the device.
• In case of flashing of a new version of the Original Firmware the Patch must be repeated, so you have not run Garmin Express with device connected as the software update first Firmware Device if any available. Do one of the following alternative ways:
  Methode 1 (with device NOT connected)
  
  1. Get file GarminDevice.xml from your Device (you find it in folder \.System)
  2. Put the file in a Removable device, as an SD Memory or an USB stick (8 or 16 GB) in folder \Garmin
  3. Run Garmin Express, your Device will be recognized as well
  4. Do all the Update you want (when GE ask you to reboot device, simply secure remove your memory from PC and reinsert again)
  5. When Update finishes you will have ALL the files you need in the memory, simply move them into device.
  6. Using this Tip you have all the vantages of Garmin Express, without any problem of bricking, and you leave the Firmware release untouched
  
  Methode 2 (with device USB connected)
  
  1. With the device connected GE copy new Firmware Update (if any available) into device and ask for reboot
  2. Do not remove the device (this is very important) but move GUPDATE.GCD in your PC (you find it in folder \.System)
  3. Patch your Firmware using Firmware Patcher. You get a file renamed as GUPDATE_Patched.GCD
     This file must be renamed as GUPDATE.GCD and copied onto device overwriting the existing one
  4. Now you can surely reboot your device. The Firmware loaded will be patched as well

Still is System software missing

Sometimes I think this is the same broken Garmin from post earlier :)

"System Software Missing" message at it's worst means a damaged chip. At it's most benign it only means that region 14 is empty, incomplete or corrupt. In the latter case it's an easy fix, because the device defaults to preboot mode and is therefore flashable with an RGN file via Updater.exe. To check if it's being seen in preboot, connect it to PC with Device Manager open. If "GARMIN Device" appears then it's in preboot and there may be a chance to recover it with flash of 194701000880.RGN (safe naming).

You could also try moving the 3 files 14.bin, 127.bin & 158.bin to the root of the card then try again with update.txt file changed to:

Clearly the device is reading the card because the gupdate.gcd has been deleted and a copy of the nonvol is dumped in the card's root. Perhaps the path to the 1947 folder is a just too long for writing in this case. Remove "last_id.bin" from the card before another attempt.

If the shorter path doesn't work and Updater.exe also fails to flash it then it's a hardware problem for sure.
