    Western EU was preinstalled on your unit?
    You say that one map on your unit have error that can't be unlocked, so remove this map and then try use GE.

    What version of GE do you use, you install latest?

    i already delete all maps and connect with GE and the same issue
    my GE version is 3.2.9.0
    finally i will upload a ******* maps

    Your problem is probably as Loly told you in Post #9, and you don't have an LM unit. The 'update' offered by GE in the image shown in Post #10 is therefore simply an offer for 2015.10 as a nuMap 'one-off' guarantee valid for 90 days from the unit's first sat. fix. GE doesn't think that you completed that update, or it would be offering to re-install it. If you actually don't have LM you cannot update further versions with GE as also said, you have to purchase new maps individually or buy an LM subscription if you want official maps past 2015.10.

    I also checked on your device S/No before i removed it from the image in Post #9 [best never to divulge that or the UID publically ] and it certainly seems to be entitled to 2015.10. As to your original problem shown in Post #1, that error message can occur for a few reasons. Missing unlock codes as mentioned by Caty in Post #7. A corrupt or incorrect GarminDevice.xml possibly caused by problems with rgn41. Even a device which is no longer entitled to map updates because it's been reported to Garmin as stolen can have that message but that's not your problem as you've got it registered with MyGarmin.

    The fact that 'Free Map Update Policy' link is shown in your pic above indicates to me that it's not an LM unit and therefore has only the nuMap's one-off guarantee which appears not to have been used. Depending on how old the unit is, the offer may have expired. Some things worth trying though:

    You can retrieve unlock and product codes in MyGarmin if underneath the listing of the 2015.10 map in MyMaps you have a clickable link 'Details', they will be listed in 'Installed Maps' towards the bottom of the page for your unit. You'll see 2 'codes' something like this in alpha-numeric [codes removed]:

    City Navigator Aus & NZ NT 2015.10-HERE - Map+P+3D+HT+LA, April 14
    Code: X12XX3XXX
    Unlock Code: XXXX1XXXX2XXXX3XXXX4XXXX5
    Date Unlocked: May 11, 2014

    Then connect your device with MapUpdater [not GE] and if you're offered a map update for purchase click 'I would like to enter a product key'. The 'product key' to enter is the shorter first one, behind 'Code', not 'Unlock Code'.

    You can also try to install the 2015.10 gmap folder to your PC by clicking 'Advanced Options' in GE. You'll maybe then be given the option of installing to device only, Computer only or both. Select 'Computer only' and see if it'll install to PC.

    If it lets you install the gmap folder, you can maybe generate an image using MapInstall with correct codes to send to your unit or a card in it.

    If none of that works, and you are certain you are entitled to the 2015.10 map, then I'd be contacting Garmin support if i were you.
