If you can try with another cable or look in side that go in charger if the fuse is ok.

I reported the message EXTERNAL POWER HAS BEEN LOST a few weeks back and it was suggested to clean the electrical contacts between the unit and the base conector.
I did that using isopropil alcool. No luck. When on the road again,
I still get the same message [Only registered and activated users can see links. ]
as seen on this image.
The GPS is firmy connected to the base and the base is firmly connected to the car. The message pops-up every few minutes and I have to CANCEL to continue operation. If I do nothing, the GPS turn itself OFF.
Question: what else can I do to resolve this situation ?

37xx OEM supplied charger doesn't have a user-replaceable fuse Loly, just an internal fusible link i think.
I'd try again with a dedicated aerosol electrical contact cleaner, it's more effective than using only isopropyl alcohol. Another other possibility is that either the mount's usb socket or the charger lead's usb plug is faulty or just dirty. Same for the car's lighter socket and 12v plug end of the usb lead. Did you clean all them as well?
If all are clean and you have access to another unit try a different mount and/or a different charger. You may be able to isolate first which one of yours is the problem [if at all] by gently wriggling the connections under current while the vehicle isn't running. Also test the lighter socket with some other gadget, maybe it's making and breaking.

I have no access to another charger cord; they are not easly found here in Rio de Janeiro.
Will clean the contacts, but they seems pretty clean to me, at naked eye.
The fuse is hidden inside the tip of the plg, as mentioned above. I removed and tested it and it is OK.
The car socket is OK, it works fine with another device plugged into it.

Charger of Nuvi 1300 works with 3790 (No Traffic) but ok for testing.
Another test, Bring the powered mount inside and connect usb cable from computer to Mount (Portable Hard Drive Cable will work).
Process of elimination.
It the problem the Nuvi? Is it the charger ? Is it the mount ? Is it the car ?
Have you cleaned the contacts between the mount and the Nuvi both sides ?

Loly, I have only ever seen that here on GTM25 and the earlier 1A charger cables, never on 26, 35 or 36. Garmin stopped issuing the ones with screwed metal cap tips as OEM here in Oz back with the introduction of 1xxx of which only the very early ones had that type in the box. Since 2009 it has been GTM26, 26 or 36 and all those have a plastic tip.

Yes, the nuvi charges OOK when connected to USB port.
The car cigarette lighter is OK, works with another appliance.
I wlll spray a WD-40 on the other contacts to see if it helps, but evetyhing seems very clean; the GPS was always stored inside a cabinet in my office.

I'd avoid WD40, it's for penetrating/loosening, rust prevention etc but it's mostly for water dispersal [WD stands for Water Dispersant]. It can leave an oily suface which will attract dust. Try to get a dedicated electrical contact cleaner free from oil.
