In this case I think you are judging wrong. Most probably it is not Garmins fault but the map provider - Navteq. In general the provider (the developer) should make tests, even releasing beta versions, before releasing (compiling) the mapping - how it is routing in the countries and between them, the data provided etc. But Navteq don't care about Garmin customers but only on how many more navigational systems their mapping is on.

Funny thing is, I've just plugged my Garmin in, Garmin express loaded, updated the firmware and the map (or so it says). It's now saying it's downloading 2013.40 and will take 2 hours - so it's clearly available (sort of)??
If Garmin Express runs true to form, you'll probably be still waiting for the dl to complete come May 1 .......
ddabcd277 is probably correct that Garmin has been sold a pup by Navteq who have screwed up the map data and not tested properly. But where is Garmin's responsibility in this? There is an old Tradesman's rule 'Never take another man's measurement as your own'. Should Garmin just accept the raw data from Navteq as correct, compile it without question and release it on an unsuspecting public? NO! They have a duty of care to thoroughly check themselves, this i firmly believe. They have further failed by not offering any proper explanation to their customers when there is an extended time before they fix it (which does point to Navteq's data as the problem).
Garmin re-enabled the update for Europe 2013.30 atleast for now.

My Mapupater works and I can redownload CNEU NTU 2013.40
Edit :it looks like working ,but log is full of : GMP ended with error(s):
Error in remote server: (404) Not found.
Edit2: now it's downloading normally :)
