according to Garmin Service in TW:

Our Traditional Chinese version Taiwan City Navigator map is only pre-installed on the local device (Taiwan version device).
We don’t sell this map and can not install the Traditional Chinese Keyboard on foreign devices. Sorry for any inconvenience.
If you want to use this device in Taiwan, please purchase the City Navigator Taiwan NT English version map SD/MircroSD card form in Taiwan.
This map doesn’t support 3D exit photo, 3D building information and doesn’t support TTS function.
If you purchase the SD card form insert this card into the device to navigate in Taiwan.
However, we have to remind you that we don’t provide update service for map SD card product.
Please link to the following page to see more information of Garmin City Navigator Taiwan NT English version map SD/MircroSD card format products.
Thank you.

[Only registered and activated users can see links. Click Here To Register...] Here are Chinese keyboards for 13xx/14xx but be aware that loading them on to a non-asian device could cause a boot loop or at worst brick it. Use at your own risk. (File courtesy of lolypop000).
Thanks!
Copied the files into the keyboard folder.
When switched to CN Trad. keyboard, it shows in the Nuvi, that Trad. CN is activated, however the keyboard stays in Alphabets and does not change to CN Trad.
Guess, it is not working...
Same result as myself and another member had [Only registered and activated users can see links. Click Here To Register...] with our US 1300's as detailed in the next 8 or so posts after that.... Oh well, at least you didn't 'brick' it! Only way would be with a risky cross-flash (not worth it, imo), or to modify the keyboard file as suggested by aekhong in the other thread, which i don't know how to do. He has done it with a Thai kb apparently.
Appreciate NEIL!
Will give it a try.
Thx.
