The file you are referring to is set to the level of the ux I am talking about the Lang file to put in iGO_XXX \ Content \ Lang.

As we often make updates, it is better to do the translation in this folder once and for all.to avoid manipulation.

It turns out in the US, every state still has boundaries ... and they are defined in CommonRouteWarning mine ... and information on the rules is issued for each state.
And flags could be connected, but it's a lot of trouble ... to the same, this is not the situation in the US.
