Alaska was admitted to the Union as the 49th state. The "Lower-48" refers to the order of admission. Hawaii is the 50th state-
so "Lower 49 States" are the continental US states ,Alaska included. No Hawaii, no Canada.
I have the Nuvi 1490LMT and I downloaded "City Navigator North America NT 2013.30,US & Canada - Map+P, Oct 12". I have a 16gig SD card in my device with over 14gig available. When I try to download to my device, the full US and Canada is available to download, as are all the regions except "Lower 49 States". Are those regions more detailed than the full US and Canada? Why would the full one be available but not Lower 49?

You have to navigate to get to the good.

Thank you. I know what the Lower 49 are - I'm asking why it would allow me to install the overall US and Canada, and all the other sub-regions (i.e., East, West, Northeast, SouthWest), but not the Lower 49. And also, I'm asking if those sub-regions have more detail than the overall US and Canada, or if they are just provided to take up less room on the device/card?
Because your GPS has access to North America, and therefore installing the lower 49 is redundant. Of course you could install the lower 49 manually using MapInstall.
The sub-regions contain the same amount of detail as the full map as they are subsets of the full map. If you were to download the map to your PC and install the maps manually using MapInstall you'd notice this.
Just to clear up some possible misconceptions about what is meant by Garmin's terms 'North America', 'North America Lower 49 States' and 'North America Canada Only'.
This is their complete coverage, North America:

This is what's included in their version of NA Lower 49 States [US]:
Also includes all the bits'n'bobs which come with the full NA, i.e.Code:Please Login or Register to see the links

and it certainly includes Hawaii, but not Alaska.
Alaska comes with Canada, and in spite of Garmin naming it as 'Canada Only' it also includes the US Northern Border States as well as AK. Why don't they just say in the name? Go figure!:
Caty's explanation earlier of what constitutes the 'Lower 49' is absolutely 100% correct in the legal sense imo. It's also referred to as the 'Continental US' or 'Mainland US' and is the 48 contiguous States plus AK as the 49th State of the Union. The contiguous States are also referred to as 'Lower 48' understandably. Where Garmin differs is that their 'Lower 49' includes HI [the 50th State of the Union] and not AK. So it would seem they not only have their own calendar but also their own atlas. Garmin is so garmin.Code:Please Login or Register to see the links
They could have avoided any confusion by simply naming the US map as 'Lower 48 + Hawaii' instead of using the quite confusing misnomer of 'Lower 49'. Canada should also be named as 'Canada, Alaska and US Border States' too i reckon. Why they would want to understate the map content in the Title is beyond me.
