I downloaded map and tested with MobilePC, map seems to be OK and is unlocked.

If You have installed Gamin Mobile XT on phone and working, copied GMAPSUPP.IMG to Garmin folder and map is not working, problem could be that map is damaged somehow. Please unrar downloaded file with WinRar or WinZip (not 7-zip) and try to copy it again on Your device.
