Well, the main problem is that everything is paid on iOS and there are no cr*cked new software ...
If we mention free solutions, you can use TomTom AmiGO (really OK but there is no offline content, it requires internet to work), and Yandex Navi (too bulky content) for example.
Of course there are all the others as well as for Android - maps.me, Waze, Magic Earth ... but not for our region imho.
If you want to pay, TomTom GO is probably by far the best, and as a cheaper solution - Sygic
