Worked with Windows 8.1, works now with Google Earth in both OpenGL/Direct X. Doesn't work even when installing from the file downloaded from Garmin. It's a common dual Intel HD graphics 3000/AMD Radeon HD 7400M. Probably a problem with the current stock Microsoft drivers and the 'library'? used by Garmin.

I had the same problem with 10 and my Nvidia driver, I solved it this way: Uninstalled Nvidia drivers, cleaned everything about Nvidia with Revo uninstaller, downloaded drivers from Nvidia, installed it again in airplane mode (important to be offline installing).
    All working fine now.

SOLVED - Going to the Radeon Control Panel - Configure Switchable graphics and manually added the BaseCamp application to the High Performance settings apps list!

When I start Basecamp Portable it comes up with all Chinese menus (because I have a Chinese Tablet, but set to local English Language)
How can I set the Basecamp Language to English permanently?)
    thanks for any hints. Win10_64_Pro.

Edit > Options > General > Language > English. As it's presently in Chinese that makes it difficult for you to know what's what, so select the 2nd tab from the left for Edit, then the very bottom choice with the 'gear' icon, that's 'Options'. In the popup again select the lowest choice, again it's a gear symbol, Language selection is in the uppermost drop-down. Select English and restart.
