Win7 x64, no problems calculating routes with City Navigator 2015.20 or with Greek maps, tried with routes from 4km & up to 371km. No problem changing maps either. I was able to send waypoints at 3490 internal memory and i also tried Garmin Mobile XT in my Symbian N95 device. It was recognized by BaseCamp as Garmin Mobile XT Internal Storage, i send the waypoint and found it in GPX folder.
I did a clean install, always use English.

    Update

Tested and is working for me with or without xml in Garmin folder using MicroSD card or USB Stick.

    No problem with route calculation.

    Update:

I was getting the above error message with Nuvi 205w (GarminDevice.xml is in the root folder)
With Nuvi 3490 I have no problems to send data to device internal storage (GarminDevice.xml is in /root/Garmin/ folder)
Above problem solved with clean install.
Unistalled 4.4.1 and manually erased Basecamp folder.
Reinstalled the same .exe as before and now I can send routes and waypoints to a SDcard or device (with or without Garmindevice.xml present in root or Grarmin folder)

Did you try to uninstall BaseCamp, delete manually the installation folder and then install 4.4.1 again ? If that doesn't work you should try deleting also BaseCamp's hidden folders:

    C:\Users\zakon\AppData\Local\Garmin\BaseCamp
    C:\Users\zakon\AppData\Roaming\Garmin\BaseCamp

Use CCleaner to clean your registry (always make a backup of registry entries that will be deleted).

Before that make a backup of your data from BaseCamp.

This is worth a try according to Garmin:
    Open Base Camp
    Click Edit (top left)
    Options (bottom)
    General
    Reset
This may do it. Or call Garmin and they will walk you through the registry. That will definitely work.

Btw I you try to draw a route in BC sometimes you get a straight line especially in the first leg or if you add a waypoint to the route.
The problem has been reported to BC developers, we hope they will correct the issue soon.
If you send the route to device the route is ok.
