It is big confusion because MapUpdater do not work without the first recognition device in Express before update for me (I do not recall NTU total problem with Onetime-Lifetime Key). The users have some expirience already on Garmin forum. Garmin is sack...

Guys have you tried to use it in English, I see some MAC users discovered:
The new express version 4.0.4 seems to be broken when using Swedish. It starts up, but no window appears and basically all menu items except quit are greyed out. Changing system language to English seems to help.
May be some functions don't appear in your language in PC version too.
    Just an idea

Language setting could be the problem.

I haven't had any problem with Win version 4.0.2.0, install options available and no clunkier to use than before. Seems that user reporting no problems who Loly had an exchange with in the Garmin forum is also using EN seeing he's from the UK.

Garmin's 'let's-see-what-system-you're-running' spy has had a conniption though, like he also reported on that forum for his Win 7 the GE dl site thought my Win 8.1 Pro 64 bit was Mac OS X 10.6 (Snow Leopard).

I got that weird message too in GE page yesterday:
Garmin Express is not compatible with your operating system. You must upgrade your OS to use Garmin Express, or you can use legacy software called Map Updater to update maps on automotive devices.
Lol I was running Windows 10 (latest version)

V4 is classical Garmin rubbish indeed.
I couldn't even open it today, gave an error and closed.
I returned to v3.2.29.0, had to run the exe as administrator to get it installed.
