There is nothing in the gpi structure that tell me if a title is superfluous or not : the end of titles list is indicated by "XX 00 00 00". Do you have more information about how to know if it is or not superfluous ?
The end of a list, such as title list or copyright list, is controlled by a 4-byte total length before the first string in the list. Here is the structure of a list in more details. All numbers are in little endian order.
That's exaclty the structure i'm currently using. But the question was more related for :

For files with a single language an appropriate title should be only one in the drop-down box (IMHO) to avoid confusion.
For example, the 'PARK_05102009' string is superfluous for Parks_in_Moscow.gpi in the 'Title lists' field and 'Kostroma' for Kostroma.gpi too, etc.

In Parks_in_Moscow.gpi There are 2 lines going in the structure :
The second one as per cnfhbr is superfluous, but nothing in the header tell me that. So still looking for something.
