I know for sure, Garmin did not use GPI Creation Toolkit 4.0 to make the .gpi because it has records and fields not possible to create using just Creation Toolkit 4.0 XML specs. Fascinating stuff!
I have both nuvi device (an old 2455) and Android tablet with StreetPilot, but neither are capable of receiving TMC.

Regarding GPI Toolkit - that's for sure! I've played around with GPI creator for more than year and there is no such things. Tried almost everything there, except the DateTime restriction.

Also, I'm quite sure that in Cyclops the speed is not the trigger. We don't have any Cyclops in my area, so I can't test for real everyday, but I did drove in Western Europe and the Cyclops alert was triggered by distance there (Germany and Austria).

Ok, here is POI with dateTime data and it's using icon with down arrow on street....From 5:00pm to 8:00pm Mon-Fri....What could it be?
    @366419 LatLon=24.8054840,121.0099700 DateRange: Jan/1/2010 17:00 - Jan/1/2020 20:00 DayList: Mon,Tue,Wed,Thu,Fri

Not school zone since time is not right (night school?) Not road construction since who works on road at night. Could be high traffic area (people going home after work during week days?)

The two new records are 20(#14) and 26(#1a) Which are not possible to create using GPI Creator Toolkit 4.0 because no XML specs for it.

stats for record-20 are below...there are 5 POIs with record-20 of value #0300 and 2229 POIs with record-20 of value #0a00...so it's some sort of category/class
    hist(20-0300) = 5
    hist(20-0400) = 27
    hist(20-0500) = 58
    hist(20-0600) = 58
    hist(20-0700) = 86
    hist(20-0800) = 93
    hist(20-0900) = 60
    hist(20-0a00) = 2229

stats for record-26 is pretty much unique id with id using most significant 3 bytes of a 5 bytes size
    hist(26-01000d0000) = 1
    hist(26-0100130000) = 1
    hist(26-0100140000) = 1
    hist(26-0100150000) = 1
    hist(26-0100170000) = 1
    hist(26-0100180000) = 1
    hist(26-0100190000) = 1
    hist(26-01001a0000) = 1
    hist(26-01001d0000) = 1
    hist(26-01001f0000) = 1

Cyclops alert records has speed indicator; but I can't test it because there isn't any nearby where I live. I've extracted Cyclops data and build equivalent alert using normal POI record (with proximity and speed)...couple of people are testing it now to see if speed matter (I think it would)

It will matter, as long as you compiled the file using it.
Also, I've randomly checked a couple of dozen points from file you shared - all of them had the speed indicator = 0. No matter which category/bmp they had.
And there is no indication of any sound-file attached to any point (of course only ones I've checked) and did not find any trace of such file inside the .gpi. So, my suggestion, as long as there is no sound file, you will get the usual "ding-dong" alert.

For testings, I usually put speed=0, so it is triggered everytime you approaching the point. After the point is confirmed (type, "is-true"), the speed is entered as a real and it starts to matter. The meaning of doing that is if you have points in different categories, but close to each one, you'll get confusion alert... So everytime I get an alert, I can check the name of the point to see "is it the proper one?".

Suppose you already check it in GoogleStreetView...
The photos are quite old, but I did "go" back and forward and didn't notice any cyclops boxes around...

Taking in mind the unusual time fence, and as you suggested, I suppose it is somehow related with the traffic.
On the other hand, if people went home from work, they should went there too... Did you have a "pair" of such alert in the other direction, for example?

My 3490 selects large icons (48x48) if they are present.

Unfortunately, I don't understand Chinese. Try to read the description in CHT in the screenshot:

A colleague of mine is good in Chinese.
I'll show him and will let you know. But it will be not earlier than 14-th of April...

Then you can show him the remaining alerts too.

I have not found such alerts in both GPI versions (V2012.10 and V2015.10).

That's a good idea; I will scan for it later. Here is a complete list of all dateTime alert. Not surprisingly they are for weekdays (M-F) or weekends (Sat,Sun)

One is active on M-F 5:00pm-8:00pm and the other (opposite direction?) on Sat,Sun 9:00am-7:00pm Would someone confirm on the Nuvi?

    OR

They are both for same direction but allow opening of different time/day. Here in the U.S. there is HOV lane (which only is allow to be use for more than one person in vehicle) that might be open for all to use at certain time/day to help congestion. I wonder if it's some sort of "special lane" that is restricted (or allowed) in those time/day.

Scanning entire .gpi, there seem to be only ONE at LatLon=24.7327100,121.7163870 Please verified and snapshot.
Out of curiousity, where did you get the V2015.10 .gpi? I wonder if it's specifically made for a particular Garmin unit. It has "dual icons" capability (24x24 or 48x48) which is pretty cool. But not possible to be made using GPI Creator Toolkit 4.0
