Does your PC detect the device as a mass storage in that TEST MODE?

I didn't understand this phrase. Can you clarify?

So, when your device is in TEST MODE, your PC sees it as a mass storage device (a flash drive with GarminDevice.xml and stuff), right?

Ok. Probably your device can't be put into pre-boot mode by pressing buttons.
    Here is another possible way:
    1) Disassemble the device and find 4 pins which are similar to 4 pins (inside red circle) on the photo:

    2) Short circuit the pins which are marked with the blue line.

I don't know what will happen if you remove the car battery.
Have you found those pins already? Can you post a photo here?

To enter pre-boot mode, just short curcuit those pins and turn on the device (you should know how to turn it on).
