    Don't know if this is the real reason, but over time, it does run out your new car warranty much faster. I have a KIA sportage that was always off on the speedometer and after putting on some time that were just slightly larger, now the speeds do match up pretty close.

    All instruments have tolerance, and every device (instrument) changes in time, and that developer and maker had i mind, so they made it to be always in certain limit (always must show speed higher than real).
