No one can answer you that, there is no "the best provider", there are few, NQ, TT, TM, even TM is almost dead, longtime didnt publish new maps for most of countries from TM package, probably soon will be connected to NQ or TT, like some other companies did with Garmin, regional small providers sold their businesses to bigger map providers, in this case to NQ or TT.

So, there is no "the best", for someone TM will be better in some part of Serbia, for other will be NQ, TT still not published new DB for Serbia, like for their TT pna devices, maybe soon will be,and TT new DB for Serbia is good coverage - 91%, so waith for new TT release, then only thing you can do is by yourself, download both type of maps, and test them on road, then you'll see what's better for your part of country, or test in demo mode on your pna.
