    Thank you @zervadim for your help.
    iGO nextgen Israel is supposed to have voice recognition and voice command in Hebrew built in the app.
    I managed to make the TTS voice in Hebrew "Carmit" to announce as it should, however like @Avi1961, can't make voice recognition and commands to work, no matter what I've tried.
    Tried all available apk and "iGO gift", "iGO nextgen".
    Any idea how to make it work for all using Hebrew?

    Could be something in the software itself ...

    First of all as I said before, I don't use any Skin....
    If you have overwrite in UX folder the file driveralert.zip from Update 24/6/16, then open file driveralert.zip
    [Only registered and activated users can see links. ]

    and find file :driveralerts.ui, it's in the path:
    driveralerts.zip\ui_nextgen\common\ui\driveralerts.ui

    open file driveralerts.ui using notepad and you will see:
    [Only registered and activated users can see links. ]

    Then you must open voice .zip file you are using winrar.3.93 and inside voice .zip file you must found file dictionary.voice,
    open this file and you must write at the top of this file(because it might have other or same entries!!!!!!!!)-(Better to write your translation after countries inside file dictionary.voice) and you must write:
    End of no overtaking="Translate in Greece"
    Protected overtaking extra lane="Translate in Greece"
    Protected overtaking extra lane="Translate in Greece"
    Protected overtaking extra lane right side="Translate in Greece"
