My experience (brief investigation) with "extended" POI are:
    1. They are not extending "normal" POI; "extended" POI are standalone and do not rely on normal POI. But you will get duplicates if they both have same locations.
    2. Normal POI can have address and phone number, not only "extended" POI
    3. I get the impression that "extended" POI contained "corrected" info of normal POI, so they are used as a way to correct "bad" POI between releases
    4. "Rich" POI are not extended POI nor "extended" POI are Rich POI. "Rich" POI could contained audio data that can be played.

I looked for it again and I found this, a bit outdated (2008) but probably it's the right definition.
Extended listing POIs include a basic set of details (e.g., category, name, and address, phone etc) but have not been through the full verification process and do not offer additional detail. NAVTEQ (HERE) says "these POIs are more typically sourced from a regional or local third party provider

The "Q" number is the quarter of the year. So 2016Q1 is the first quarter of 2016, Q2 the second quarter of the year, etc... So the higher the Q number, the newer the maps...

Your hosting site for these files are considered as dangerous phising sites and blocked by anti-virus software. Also they have popups that will crash the system. Please consider putting your files for download elsewhere.

It's the only one host-site not deleting files in 24 hours.
