    In my humble experience with iGO Primo in conjunction with both types of maps: TomTom maps contain much more sophisticated particulars of roads, while HERE maps contain precise navigation information - house numbers or street numbers. The same result in my country:

    Slovakia - HERE - for a better navigation, with very particulars house numbers (it's a good choice for a planned international routes)
    Slovakia - TomTom - for a detailed network of minor roads (it's a good choice for local planning routes - as taxi for example)

    I again found the new TomTom maps 2015.12
    TT again for me again front the new 30ger zone at TT presence already (here still 50ger zone) but by TomTom new roads + roundabout yet.

    Contrast - routing but outdated
    TomTom - Urban areas addresses
    Here - god coverage but many irregularities in smaller community.

    Great work in collating all our comments.

    An update for New Zealand... WhereiS sold their mapping business to TomTom early last year. Since then TomTom have released a single update dated June which contained only .poi, .fbl and .fsp and which is incompatible with the previous .hnr files so I guess that makes HERE now the preferrred option by default

    I have driven in Croatia and Serbia and found for both countries TomTom seemed to have many more streets and roads listed then HERE, but this might have been because I was using an English keyboard to enter my searches and the correct spelling uses many special characters I am unfamiliar with. Once I had found my destination using TomTom I would often find switching to HERE maps gave shorter routes. This should all be taken carefully as I am sure the experience of someone familiar with the language could be quite different.
