    Hello!

I'm from Portugal, and over here the best maps, by far, are Here maps! Both in iGo and others.
In fact, the best coverage available is from OSM maps, but the software running them is somewhat lacking...

    Cheers.

I used TT and HERE in the same time, in Romania, TT is the best.

TomTom maps in general, except for the local providers NNG-TopMap, Carte blanche, Monolit, Regio, Emapa, Basarsoft, ecc. But you will need a basemap installed for all of them to work correctly due to border issues. if you use only maps from one provider there is no need for a basemap.

Not fully agreed with not needing a basemap. The basemap has an influence on colors (and schemes?). Oceans won't be blue without.
As an example, This I picked up somewhere on another forum of which I can't publish the name.

A 2D view on Scandinavia without basemap

and the same view with a basemap

Of course when you are living in the middle of a continent far from the sea ...

No, basemap is not responsible for color schemes, that is some mistake (I guess that someone on that forum forgot to include schema files). Rivers and lakes are still blue, also sea...you can even view colored mountains. Only for borders and related data.
Also, Dem file is only responsible for precise height and a relief look.

    @Boki_Srb
G-ulash has right. When you zoom out from the map with basemap file you always have the "bleu" like second picture.

But if you do the same without basemap, at some zoom levels, the blue disappear. Not always but at some zoom level, like first picture.

And when you are driving, if you have or not basemap file, rivers, lakes and sea are still blue.

for Turkey, Basarsoft is #1 for freshness and coverage. TMC also looks quite accurate in BS maps

Even more: last time I tested (on known routes) and compared HERE and TT maps, both iGO and Primo made me do detours on HERE, on TT both routed correctly.
Maybe HERE could perform better these days but old love never dies
I did a short 1-day test using the latest HERE 2015Q3, instead of TomTom 2015.06. (got old today, downloading 2015.09 now ).
I did not encounter one single detour yesterday, but my other critics keep standing.
