I noticed that 2014Q1 maps are a LOT smaller than 2013Q4 (same HERE version, not looking at TT).
Did they improve the compression algorithm so much that Canada fbl went from 306M to 125M?

    bulb

It's not about compression because the fbl file is not an archive.
Maybe they have taken out some inaccurate info's from the maps.
But, you could check yourself(use it in areas you know) by comparing this edition with the previous one.

I know for a fact that a year ago Navteq (at the time) boasted that they shrank the file sizes by using new compression algorithms...hence the question if they improved that (66%????). Maybe they included some topo info in the previous ones? I never checked the accuracy of the relief representation.
Anyhoo...that's what I am doing now: I have 2 installs with 2 sets of maps and comparing...too early to say if something is missing. Funny, this always used to be the case between Navteq and TomTom (TeleAtlas)...now we get more variables in the mix.

Some reading around the map formats: [Only registered and activated users can see links. ]
