I've had no problem with Updater.exe misbehaving on Win 10 Pro 64 bit.
About the message 'unable to program the requested memory region', at risk of repeating myself, the two devices have different region layouts. Importantly: 3x5 has fw1_resources.bin containing the GIR flashed to region 127 [0x7F]; 3x0 lacks region 127 and instead the GIR is in fw_all.bin flashed to region 14 [0x0E].
Unsurprisingly your 340 has reacted exactly the same as adbok's 390 with hybrid fw using 3x0 boot.bin as he reported in [Only registered and activated users can see links. ].
Even forcing a full flash using the 3x5 fw complete with it's own boot.bin [definitely NOT recommended for you to try] seemingly does not properly change the region layout on 3x0. Please thoroughly read all the other thread [Only registered and activated users can see links. ] Please especially read the posts by kunix #9, 10 & 13. As zumo 340 and zumo 390 share the same basic hardware platform and use same fw there's no reason to hope for a different result with a full flash of 3x5 fw. The risk of permanent bricking is much greater using a non-native boot.bin than with original boot.bin in hybrid flash. Best advice is don't torture it any further, either stick with your 340 as it is or buy a 395.
