I think Neil's reply is clear: None of the units listed as "GSV: ---" need initial loading with RGN file via Updater.exe.
GSV means a firmware signature check and you cannot load patched firmware in .gcd format, you need .rgn and Updater.exe in preboot mode. (Updater.exe forces firmware flashing and you can load non signed firmware).
Once the patched firmware is loaded in your unit and GSV has been removed you can load an update in .gcd format normally without the need of Updater.exe in preboot.

If you get this message ""Cannot unlock maps. Maps are corrupted and cannot be used." after loading unlocked maps by gimgunlock+mapsigpatch, you need this patcher.
MSV: --- | => Maps unlocked by old gimgunlock work no problem.
MSV: Yes | => There are two flavors:
    1. gimgunlock+mapsigpatch fails if there is a strong MSV (nuvi 25x9, 26x9, nuviCam etc.)
    2. gimgunlock+mapsigpatch succeeds (except NTU) if there is a weak MSV (nuvi x5/x6, GPSmap 64, Edge 1000 etc.)

Great tool, but I have a few thoughts I wish to share.

    1. As for the instructions, I would swap point 1 and 2 as you first need to set the device to Mass Storage before you can remove any gupdate.gcd in the device.
    2. Is the FW list in post #1 kept up-to-date and if so, how frequently?
    3. Once the device has patched FW, does the device still receive new FW updates via e.g. Garmin Express or WebUpdater? If so, I assume the new FW has to be patched as well?
    4. What's the difference between GSV and GVS? I see these terms used mixed.

Yes, i guess points 1 and 2 should be swapped. Although any file or even a complete folder can be removed via SD txt command "del". 'Tis atypically un-accountant-like of you not to also point that out SF .

If you update a unit with patched fw using GE or WU, or even in some cases with MapUpdater, later fw will of course be offered if existing. See this post #21: [Only registered and activated users can see links. ]. You could use the override in RGN_Tool to set the patched version higher to guard against that happening accidentally. Uses of GVS are just typos i guess, not even mine for a refreshing change. GSV is correct initialism i believe.

If I drag original locked *.gcd in patcher's window the latest doesn't work: the dragging is prohibited and corresponding mouse cursor appears. If I drag *.gcd to the icon, patcher loads empty. But its Browse button works properly. What is the matter?

Have you tried to run the patcher as admin like suggested after your earlier post?

This is a limitation of Windows (starting from Vista) security system - you cannot use drag&drop to transfer files between administrative and regular application.

I'm on Windows 8.1 and I patched an old GPSMAP 64 .gcd file with universal patcher by dragging and dropping .gcd file into patcher's window. I didn't open patcher.exe as an administrator and it worked.
I only got a message from WindowsSmartScreen that prevents opening of .exe file and I just had to allow opening.

    Here's the result :

    Processing file E:\---------------------\----------------\firmwarepatcher\gupdate.gcd

Firmware version as specified in GCD file: 3.90 for GPSMAP 64.
Firmware name: Software Version 3.90 for GPSMAP 64.

    Applying rule set MSV... Ok.
Applying rule set GVS... No matches.

    File patched successfully.
The result is saved to E:\--------------------------\-----------------\firmwarepatcher\gupdate_Patched.gcd
