Unhappy Nuvi 2460 reboot loop - tried all suggested fixes

I apologize in advance for such a lengthy post - I have attempted to provide every relevant detail, as I have exhausted all the solutions I could find on the forums.

Some time after updating my maps about a year ago, I've started to experience frequent reboots on start-up. Typically, my 2460 would restart 4-5 times before stabilizing.
In an effort to alleviate the issue, I've decided to update the unit. Garmin Express updated my firmware to 3.60 (from 2.80, I believe), and my maps to the latest North American map set, along with a few other modules (Traffic providers, etc.). There was a warning regarding insufficient storage on the device (I do not have an SD card installed), but I was given the option to install a subset of the maps. The upgrade appeared to have completed successfully, but I do have my suspicions that some corruption might have occurred due to storage constraints.
My Nuvi is now stuck in a permanent reboot loop. It will reboot within seconds of turning on, upon displaying "Loading Maps" or the PIN screen. This is occurring whether or not the GPS is plugged into a PC.

    Things I have tried:
Resetting user data - I have performed this via the long-press on the lower-right corner trick.
Kunix's GarminCure3 - This works like a charm (I must've performed it a few dozen times at this point), and I'm able to access the Mass Storage on the device. I have initially deleted the GCUPDATE.GCD, with no luck. I have since attempted to delete/replace various other (potentially corrupt) files.
RMprepUSB - Eventually, I have formatted the drive with RMprepUSB. At this point, I have reflashed with my old 2.80 firmware, and the GPS actually connected to the PC successfully. I've run Garmin Express, which updated my firmware to 3.60 and instructed me to reboot. Restarting the GPS has again put it into a reboot loop.
I have since tried various combinations of firmwares/files with no success. Whether the GPS is completely empty or has the .system directory populated with files such as gmapprom.gma, gmapbmap.img, Locales.xml, etc. seems to make no difference.

The GarminDevice.xml does not get fully generated. I have a GarminDevice.tmp file in the Garmin directory. This file is slightly smaller than a fully formed GarminDevice.xml (26K vs 32K). The \.System\Diag\Shutdowns directory is full of "Data_Abort" files, which I'm unable to interpret. I find it odd that GarminDevice.tmp contains numerous references to specific Voice files, etc. which are no longer on the file system. Is this information coming directly from the firmware?

I am suspecting NV memory corruption. Is there a way to reset the NV memory in a non-bootable system?
Should the 2460 be able to boot with an empty file system? If not, which files should I put back onto the GPS? Between my backups, Garmin Express downloads, and files I've snagged off Noeman.org, I believe I have a fairly complete set of 2460 files.
Perhaps the battery status has something to do with the reboot. Unfortunately, I'm unable to check the battery levels. Moreover, the unit keeps rebooting as it's plugged into either a USB charger or its cigarette-lighter dashboard mount. Thus, I can't tell if it's actually charging.

I would be happy to donate to anyone savvy enough to bring my GPS back to life.
    Thank you for your time!

Yes, this totally looks like NV corruption. Your device crashes while writing info from NV and the internal flash drive to GarminDevice.tmp.
To erase NV use the following tutorial: [Only registered and activated users can see links. ]
But use the following update.txt file:
    Code:

Make sure update.log is created and "Success" is written after each command.

Try to flash 2.8 again in pre-boot mode to see if you can get it to stay on without rebooting.
After Flashing GarminCure3 in "cure" mode you must flash again in "original" mode but I think that you already know that.
Cure mode is only to give you access to Mass Storage Mode.
You could also try to flash some very old firmware, this has shown some success.

Try downgrade with old 2.80 firmware and then Clear non vol.
Then use prebusb to format your nuvi and after format, create new folder and add name Garmin
Turn nuvi off/on and then update with webupdater:

    Code:
Please Login or Register to see the links
Update only FW, don't update voice or other files.
When Webupdater write that you have installed 3.60 press buton cancle in webupdater and turn nuvi OFF and On again.
Now your nuvi will update and you will see if you ar still in reboot loop or nuvi turn on normaly.

If turn on normaly, then run again webupdater and download voice and other files.

On nuvi 1300 when we full flash to SG or CHN the same simptom was present with garmindevice.xml, but we repair with clear non vol and flash again FW.
Don't know if procedure in my previous post or in dasil post will work, but he can try and if not work, kunix advice will work 100%.

Thank you so much for such prompt replies, everyone!

I've actually followed kunix's advice to restore the NV right after receiving an email notification about his reply.
This has brought my GPS back to life!!!

I've already tried dasilvarsa's method numerous times yesterday.
lolypop000's comprehensive advice involves clearing the NV memory. If this is to be performed using the speedometer method, I am unable to do so, as I cannot boot into the Nuvi interface. If this is to be performed using kunix's SD card method, then this is exactly what I've done.

Upon clearing the NV, I have been able to have the firmware at 3.60, and install some miscellaneous updates such as Traffic Database, Voices, and Vehicles.

    Some issues I'm still experiencing:
The model is now indicated as "nuvi 24xx". This used to be a more accurate "nuvi 2460". Are there any ramifications to this difference? Where did the 41-backup.bin come from and why did it have different entries from my actual region 41 info?
I am prompted to select my locale and language upon every boot. I was actually prompted for those AND time format, distance format, etc. until I've installed some updates. Now I am just prompted for locale and language, which do not seem to be sticking. Perhaps this is due to no maps being installed on the device (other than the base map).
I receive the following error when installing a North American Map via either Garmin Express or Garmin Map Updater: "The update is unable to determine where the specified map file should be written. Please contact Garmin customer support: http://www.garmin.com/contactsupport". This could be due to a map lock/authorization issue. I will try installing an unlocked map via 3rd party tools.
I will report back in a few hours.
    Thanks again!

These symptoms are all related to erasing rgn41. That's quite different to clearing nonvol. Region 41 contains your unit's registration and unlock codes and other info which is no longer written in there so your legitimate maps cannot be reinstalled by GE/MU. Similarly you have lost your model number and possibly ASR and/or BT won't work either but i'm not sure. Your PIN unlock is now also disabled you would notice.

You still have your backup of rgn41 [that's what the backup bin file is].

that NV backup is "infected". but don't worry, the problem is fixable. I will help you with it tomorrow (if someone else doesn't do it faster.

Ah! That makes perfect sense. I must've had a brain fart and didn't realize that the script backed up the NV into 41-backup.bin and then erased it. For some reason I assumed it restored it from the file.

The locale/language prompts went away after I've manually copied the maps to the device and copied some additional files to the device from a backup (EULA, etc.).
The manually copied map seems to be working perfectly, although I did not yet copy over .JCVs, .G2S, etc. files. As my unit comes with life-time map updates, I would rather install the entire map in a supported fashion via Garmin Express.
I will scan the forum for ways to "disinfect" region41. I'll update the thread if I'm able to get the issue resolved. If not, Kunix, I will await your instructions tomorrow.

Incidentally, is there a way to clear non-volatile memory (and is this different from clearing user data?) on a non-bootable device that does not involve erasing NV completely?
