Do you after all this testing restart your phone?
You have some clean master or some other apps for cleaning phone?
You have some antivirus apps on your phone?

Yes, i have made some restarts after apk install or before.

Nope, i dont have any cleaning apps or antivirus.

The only one strange thing is, that i had Streetpilot with my old S3 android version, but then came new version, i have updated phone, and uninstall old Streetpilot. Thats all.

If you had previous version earlier then Device>Data>Data has your old Garmin garbage folder there. It needs to be deleted. Though it might require root.

I am pretty sure apk manager wipes it away when you uninstall.

Usual uninstalling previous app didn't work for me. After deleting this left-over folder I could install any apk given here.

If you have a old version, the decision is only one - ROOT !!!

Need to delete folder Device-> data\data\com.garmin.android.apps.gmobilext

After deleting evereting work - step by step all in post #10
