    Not original file, probably unlocked by old unlocker, we don't know how, and still signed.
    Just to be safe don't put it in internal memory.

    This file is Original they have only changed the unlock code with ImgTool and NO unlocker is used

    It's not quite true. This file isn't a non locked, it was unlocked by some old unlocker.
    See the availability of FID-PID-RID-SID (TRE9 section) in TRE subfiles ...

    I have looked at this file with an hex editor and this confirms what gmaptool and imgtool show.

    1) The map levels section is not encrypted and the flag at TRE+0x0D is not set : so the file is not lockable.
    2) The file is signed.

    If it was an original file (i.e. not modified) the signature would be valid and the file should work on all unit (even on an unit with MSV).
    But the file does not work on an unit with MSV, so in my opinion, the file is not original.

    The modification of the 25 digits code has nothing to deal with the map signature verification (there is a signature in each TRE subfile, but the MPS subfile, which embeds the unlock code, does not have signature.)

    I see only one explanation: the file has been unlocked with an unlocker that does not delete the signature (for example the old gimgunlock)

    What do you mean "file is not lockable?" The original file wasn't locked? I can lock it (at any time) if I put in encrypted map levels and set flag, right?

    No, I meant the section TRE9 in TREs.
    When creating a non locked map original compiler does not generate FID-PID-RID-SID in separate tiles (for example: TOPO Belarus v3 Light, TOPO Israel v3 Light, TOPO Portugal v3 Light, TOPO UK & Ireland v4 Light, etc.).
    This map of Spain contains these data, ie it was created in the locked state, and then it has been unlocked.
