    From official sources:
Garmin Map Activation (GMA) can be viewed as a signature file co-existing with the current unlock codes. Its main purpose is to validate the current unlock codes are indeed generated by Garmin.
Map Signature (MS) is used to verify that the map data has not been altered since the signature was written.

P.S. I still think that this map of Spain has been created in the locked state, and then it was unlocked using some old unlocker (without disabling signatures).

    @ Cnfhbr

I agree, this is what I think since beginning.
I can't see any other explanation for a map not lockable (now) and with an incorrect signature.

Gmaptool gives signed, I don't think signature is crashed.
But Gmt also gives 2 Unlockcodes with 00. Why 2?. Original mapowner played a little bit with old unlocker and gmt?

    It crash the signature?
As far as I know, changing the unlock code does not affect the signature.
There is a signature in each TRE subfile so each signature controls one tile.
The unlock code is stored in the MPS subfile and the MPS subfile does not have signature.

If only the unlock codes were changed in this map, the map signatures would have remained valid, because MPS data are not signed.

Most likely, the initial map had two unlock codes for two separate units, and then kenta2 nullified the codes via ImgTool for conspiracy.

All Garmin Topo Pro are sold locked, view details in map download requirements:
    Use with 1 Device Only
This product may be unlocked and used on 1 compatible device. If you want to use this same map on subsequent devices, you must purchase a new map for each device.
Data downloaded to a microSD/SD card is associated with the device you select during the download process. Please purchase additional quantities for additional devices.
From where the second unlock code comes from i don't know but IMHO is weird the img has 2 codes.

Topo Pro are not suitable to be displayed in MS, use Basecamp or you will loose Named trails feature and other info.
Put the img in a sd in a Garmin folder, plug it to your pc and open Basecamp.
No need to install it to see it on pc.

This map contains MD2 subfile, ie the source of this map is the PC install, and the map was made via MapSource or MapInstall.
You can add any number of unlock codes to the map using these programs (MS or MI).
