Android devices with ice cream sandwich or higher use MTP protocol. They don't support Mass Storage. Windows 7 and greater support MTP via file Explorer directly. Windows XP supports MTP after installing Windows Media player 11 and driver updating screwing around.
The way you can tell its MTP in explorer is there is no safely remove icon in the tray. It shows a device like you would see with a MP3 player device in Explorer.

You can copy / paste and delete files as if it were mass storeage but its using MTP not removeable device type operations. This is why it doesn't need to "safely remove". There are no file buffers to flush.

It took me a while to figure this out....
