Garmin Map Activation files are created by Garmin in a proprietary format and cannot be created by a user as far as I'm aware. For what purpose are you wanting to create one?

Relatively easy ways:
1) Become a mathematician; get PhD in cryptograhy; break RSA with 2048-bit keys; PROFIT!!
2) Become a good hacker; Hack Garmin servers and steal private RSA keys; PROFIT!!!
3) Realise that you don't need GMA files to unlock maps; MEGA PROFIT!
Ah jeez kunix! I wanted to know what he was trying to do but now he won't be game to tell us ......
PS: Only 2048-bit keys needed to break RSA? Right, i'm on it.

4) Just contact Garmin and use the legal way.

AH! Finally we have hit the bedrock of your problem. Had you asked that initially 'how I can unlock maps with pid=>2200' you may have been sent off with a flea in your ear [in the EN sense rather than the Continental] and told to read some Tuts, particularly this one: [Only registered and activated users can see links. ]. In that, scroll down to "Have you downloaded an IMG ?" and look at "How to unlock your img?".
Always best to search and read before posting basic questions anyway. Saves a lot of time. You have a nice day too. Bye now.
