Tomtom XL IQ Routes won't boot up

I haven't used the GPS for several months and got an email from Tomtom informing a new map update. I connected the device to my laptop and updated the map successfully. However, after disconnecting the GPS from the laptop and turning it on; it won't boot up. It shows the Tomtom logo for a split second then goes black. Holding the power button for 30 seconds to reset, it shows the logo then the boot screen then the logo then a black screen.

I talked to Tomtom tech support and was told the battery on the GPS does not hold charge so it won't boot up and offered me a 25 % discount for a new device. I think they want to sell me a new device and not interested to solve the problem. I said if the battery is bad the GPS should be able to boot up when connecting to the laptop, a battery charger or the car charger. I can connect the GPS to the laptop and have no problem upgrading or downloading the map. I think the issue is the system boot image or the bootloader that may be corrupted. When I hold the power button for longer than 30 seconds, I can see the GPS information like following:

The GPS is not connected to the laptop and still shows the device information for more than 10 minutes until I press the power button again. This tells me the GPS battery does hold the charge.

I am wondering about the Startup mode=Power down. What does that mean? If it's normal. Would the bootloader is the issue? When I connect the GPS to the laptop, I can see files and folder on the GPS.
The content of the bootloaderversion.txt shows:
BootloaderTarget=s3c24xx
Bootloaderversion=5.5277

I don't see a file named "system" but I see a file named ttsystem with the size as 4,405 KB

If you have any suggestion how to fix this issue, please let me know.
