I could not find it without stepping on other Forums' toes, so I uploaded what I have myself. It's a big download (900MB +) and requires the same on an SD Card.

(rename downloaded file from *.nvda-addon to *.zip, extract, and copy to SD Folder structure as shown in my download)
Each language in it's own subfolder under VocalizerEx...enu = English US, etc
Note: "Compact" voices will not work with the "Premium" engine..only (probably) Plus and Premium High. I have not tested "Plus".
Download all RAR parts and extract on PC. Copy entire VocalizerEx folder in download to the root of SD Card. Add any other voices/languages downloaded separately. Install APK, go to Android Settings>Language and Input>Text to speech output> Enable VocalizerEx TTS, adjust voice settings as desired, etc.
All of this tested under KitKat on a medium range Android Phone. How it may perform under other circumstances is unknown.

Thanks Mike Hunt. Your voice file works for iGO Primo 2.4 9.6.22.317625 on my mobile phone, running Android 4.01 with Nuance Pro TTS for android.
Shall try iGO Primo 2.4 9.6.29.xxxxx later on to see if it works as well.

If all of the above checks out, on your PC, open the voice.zip with WinRar or similar, then open info.ini with notepad and remove these two lines: tts_langname="eng"
tts_engine="Android TTS"
(some Android Igo versions require them, some do not)
Then save info.ini, update the zip archive, copy the new file to your Igo/content/voice file on your device (delete previous version if it's still there), and try again.
Man, you saved whatever is left of my hair...it was unnerving to see TTS sometimes working and sometimes not, with the SAME engine and voice file. I removed the tts_engine setting and now it works with all 3 engines I have installed on my Note3.

For information I installed Samantha and the tts software as above but it failed to show up under setup. Just " searching for...".
Later I installed google voice which initially seemed to fail but later (after reboot) seemed to have worked. After setting google as default voice it did show all the US google voices and also samantha, and everything now works, which is excellent.
