Try another cable , I've a Garmin one that works with a Nuvi and doesnt with another one
A friend of mine gave me his Garmin 765T as he bought a new GPS. I wanted to run the webupdater and update the maps etc as the maps are the 2010 maps. I am using the supplied garmin USB cable which by the way works with my Nuvi 200 so I know the cable is not the issue nor is my USB port. Anyhow when I plug this GPS into the PC I get the screen with the PC on it however nothing happens in Windows. The device is not seen, it does not show up in disk management, it acts like it is not plugged in at all. It shows the PC icon for about 20-30 seconds then it just turns on like it is skipping past the USB mode. I have the latest webupdater installed and I even installed the latest UBS garmin drivers. It simply does not act like it is connected. I installed a SD card and tried again, still nothing (thought the SD card would show up as a hard drive). The GPS does read the SD card as I can see the photos on it in the picture viewer. I am confused as to what the trouble could be. If I go into the diagnostic mode and the first screen where is says "USB ID", that changes from no cable detected to USB Type B when plugged into the PC. Any suggestions? Not sure what else to try. It seems to work fine just want to update the maps and firmware if there is any update available.
Also when in PC mode a bar appears above the PC icon/logo, and a green status bar barely starts to move then the whole status bar disappears.
Thanks!

Currently I am using the original USB cable that came with the 765T but I have already tried 3 other USB cables I have for other devices I own and the same thing happens.
Try Another PC first.
It could be a USB data pin broken inside the Nuvi as well. There are 5 pins in USB 2 data RX/TX 2 power +5v -5v and 1 resitor ID.
Try spraying the plug on the nuvi with a little bit of contact cleaner.(just a little)
To Update the Firmware, download the file from Garmin and Copy to SDCard/Garmin/Gupdate.gcd (Maybe it will work on 765)
You can copy maps and POI to memory card. So even if the USB is not working you might be able to survive.
Does your PC recognize the nuvi in pre-boot mode? What About Updater.exe?

Tried all my other computers and laptops. I also did a continuity test by cutting a USB cable apart and checking for continuity with the mini plug in the GPS and the pin outs on the circuit board in the gps (took the cover off). Each wire does make a connection through the GPS port. Not sure if there is a fuse on the circuit board I can test for?
Updating by SD would be nice but I can not download the newest firmware from the Garmin website as it says I have to use Webupdater to get the current software and since it will not connect to the PC and webupdater says no device connected, I can not download the current software. The GPS is currently at version 3.80
I have not been successful in getting the 756T to go into preboot mode. I have tried multiple methods found on the internet but it either goes into screen calibration or just starts up like I have done nothing. I have done a hard reset to clear the user data. Updater.exe does not find the GPS either.
